The primary responsibility of the Finance Department is to provide the Emergency Financial Manager and the City Council with timely, accurate, and useful financial information and to maintain the City’s financial records in accordance with the City Charter, State law and generally accepted accounting principles.

Duties

The City of Highland Park’s Finance Department is responsible for the following:

• Accounts Payable
• Budget Preparation
• Financial Audit
• General Ledger/Account Maintenance
• Payroll
• Pension Administration
• Personnel
• Purchasing
• Risk Management (including worker’s compensation)
• Income Tax

Meet the Finance Director

Earnestine Williams holds a Bachelor of Science Degree from Southern University in Baton Rouge, Louisiana.

Ms. Williams has over thirty years of professional accounting experience in the areas of public utility, non profit accounting and government accounting.
